In a large pot over medium flame, heat canola oil then add the ground beef. Partially brown the beef then add the beef base. Continue browning the beef until cooked through.
Next, add the garlic, onion, green pepper, and jalapeño if using. Cook for 4-5 minutes to soften slightly. Layer the kidney beans, black beans, and the chili seasoning and gently stir.
Follow with the tomato sauce and diced tomato with green chilies. Be sure to include the liquid from the can and mix well.
Finally, stir in the water. Cover the pot and cook for 25 minutes; stirring frequently. Lower the heat to simmer after 10 minutes. Once 25 minutes has lasted, sprinkle the masa harina over the chili and mix well. Simmer another 3-5 minutes before turning off the flame. Serve as desired.
